The greatest girlfriend of Jerry Seinfeld was clearly Teri Hatcher in "The Implant."

With this being the criteria, it's clear she was the best.
1. Couldn't be thought of as crazy by all of his friends/us viewers. (i.e. Catherine Keener in "The Letter"
2. Couldn't have been dumped by Jerry. (i.e. Kristin Davis in "The Pothole")
3. She couldn't have made Jerry's life more miserable to those around him. (i.e. Melanie Smith in "The Raincoats"
4. If you can't picture what she looks like in your head right now, she probably wasn't worth remembering and hasn't been seen from since... (i.e. Susan Walters who played the infamous "Dolores."
Not only did she get the best of Jerry at the end of the episode with one of the greatest Seinfeld lines in the series, but she got him twice in the Finale when she took off with Jackie Chiles. She is real, and she is spectacular!

I think you're forgetting the fact that Elaine was Jerry's girlfriend too. Sure Teri's character was memorable, but nothing exuded chemistry the way Jerry and Elaine did when they shared the screen. While they did re-explore their sexual chemistry on different occasions, their ultimate decision to keep both "this" and "that" in tact shows how important they were for each other. Of course, if Elaine doesn't count then Teri would be next in line

I mean, seriously, you think I would put anyone above Elaine? I thought would be clear enough seeing as how I was only pointing out guest characters. I won't argue with Elaine because that's just stupid.

Well your criteria was a little suspect to begin with. Second criteria ("couldn't have been dumped by Jerry") really narrows the list a lot, leaving really just a few to choose from (heck, I can't think of 5 girlfriends Jerry didn't dump). I think it's hard to choose who the greatest girlfriend was simply because his girlfriends were really insignificant, and were there only to setup certain plots. The memorable ones were mostly memorable because of what they did outside the show (Courtney Cox, Kristen Davis, Teri, Janine, just to name a few).
But for the sake of argument the one girlfriend, aside from Teri, that stands out is the girl who walked around naked all the time. Jerry's quip that there's "good naked" and "bad naked" was one of the funnier moments on the show.
