The integrity. The grace under fire. The judgment. The voice. The man. The legend. You are in good hands with Palmer.
No doubt. You are in very good hands with David Palmer, but if you're looking for the best TV president, you have to look at one of Palmer's successors and eventual killers - President Charles Logan. The character was interesting. In the three seasons that Logan popped up on 24 we saw him go from a frightened, snivelling wimp to one of the most evil men on the planet, to a repentant shell of his former self.
Logan is definitely an enigmatic character. His transformation from a clueless chief of state to an unscrupulous villain makes for great TV. But would he--assuming either persona--have what it takes to run the country or come close to holding a candle to the almighty DP?
I think not.
Would he have what it takes to run the country? My friend, the man rules with an iron fist! He declared Marshall Law not once but twice. He opperated in the shadows - hell, he spent his first six hours as president underground. Let me ask you this: Could David Palmer find time to lead the country, dupe the Russians, mentally abuse his wife, physically abuse a member of the secret service, and conspire to start a war - and do it all so damn effectively?
I think you interpreted what I asked too broadly. The question is whether Logan has what it takes to run the country successfully, not straight to the ground. Then again, if you're a believer that anarchy, immorality, and international conflict is what makes for a better world, Logan is your man.
Hey, in Logan's mind he was doing what was best for the country, and I think that takes cajones. Would I want him to be my president? With a little counseling, sure!

david palmer is definitely the best Pres tv has to offer

When representing the most and least moralistic fictional US presidents side by side, David Palmer and Charles Logan are the best representation of that ying/yang duality. Logan loses points though in season 6 for his hackneyed exit into an indefinite hiatus (unlike David's shocking execution). To be fair, I could say that for a lot of characters that go around (i.e., Wayne Palmer, the vice president's girlfriend, Audrey, Chung), since the writers didn't know what to do with them, but wanted to avoid the kill happy attitude of season 5.
Roslin's also good, knowing the impossible situations often thrown at the Galactica crew.
