Plus, take Locke off the island and he's useless again. Locke can't use his legs at all. Jack Bauer can break a terrorist's neck with his.

Here's a many who has been wronged over and over, and now that he has gained the advantage of his previous physical health, he's not about to give it up. Can we forget the manipulation of Boone? Jack Bauer will do anything to save his country. John Locke has no loyalties - with no ties, no liabilities, he doesn't concern himself with the well-being of ANYONE, let alone his mother country. Being concerned with only his own destiny is what drives him, not protecting anyone. Jack Bauer has the burden of putting others before himself, which is a flaw that Locke certainly doesn't share.

Jack has a reason to succeed. The longer it takes him to accomplish his goal, the more likely people are to die. Locke can put people in the basement, tie them up with grenades in their mouth, etc. He's got all the time in the world. Not Jack. He has people to abuse, torture and kill and he has to be efficient about it.
Plus, I'll say this again: take Locke off the Island and he's useless again.

Locke has undergone a greater transformation than Bauer. Bauer went to school for Criminal Justice, took part in the Army, and then got picked up by the CIA. Locke? First he works retail. Then he becomes a home inspector, and then his renowned box company job. As soon as he gets on the Island, he finally gains power and influence. Once he does, he becomes greedy for it.
Locke doesn't need to torture people - he manipulates his fellow castaways to do the dirty work FOR him, so he's left guilt-free.
Also, "you never know when a little C4 may come in handy".

Locke does what he wants because he he desires power. Jack Bauer does what he needs to because no one else will. Jack chopped off Chase's hand because he had to do it. He didn't think twice about it.
And you know what Jack was doing while Locke was "growing?" Killing people. If this is an argument about who you would want on your side in a fight or who you wouldn't want to meet in a dark ally, the answer has to be Jack Bauer.

Think of it this way - Jack has had everything handed to him insofar as power, while Locke has been starving for attention and power his whole life. Now that he has a glimpse of both, he'll stop at nothing to claim authority over others.
They're similar in the sense that they both start on their "quest" because of a great loss. Jack lost his wife, which urges him to fight against those who have done it. But Locke? Locke HIMSELF was injured, was thrown from an eight-story height, and was paralyzed. Over time, he grows angrier, more bitter. He isn't fighting for a good cause - he has a vendetta. He has been wronged by the world, and the last thing he ever plans on doing is letting anyone benefit but himself.
All I'm saying is that Jack, at the heart of things, fights for other people and fights for a cause. At the root of it, regardless of the means, he is doing things for the betterment of mankind. Everything that Locke does is only for the betterment of himself. Whether that makes him "cooler" than Jack can be contested (although I think so), but I think it definitely makes him scarier.

I don't like Locke...I'm also not much of a 24 fan either, though...the show's alright but I'd take Lost anyday...I'll wait for all arguments to vote on this one

As much as I like Locke's character (but not that caricature subbing for him on season 2), I'm obviously siding for Jack. The man's no longer human. He's an anti-terrorist missile, launched to whatever course that the president wants to go. Hell, if Bauer asked me to kill myself for the greater good, I'd do it in a heartbeat. Locke...nah.

The thing that makes Locke scarier is he is only looking out for himself and the island so he's willing to blow up or kill anything or anyone that gets in his way so he's reckless and dangerous. At least Jack is looking out for the good of the country.

I'm a Locke and a Locke fan...what?! you saying I'm prejudiced!!! 24 is so old and contrived. You know JB will do the right thing. Locke? Well I hope he turns out to be on the good side, but we just aren't sure. 'nuff said.
